Kirghizia (Kyrgyzstan) requires documents apostilled since June 6^th, 2011.

Kirghizia (Kyrgyzstan) joined the Apostille convention on November 15^th, 2010, although the country needed another 7 months to prepare for providing services of easier legalization.

Apostille for a legalized copy of the civil registry office certificate issued by the Kirghiz Soviet Socialist Republic

Given Russia is a successor to the USSR, documents issued by the Kirghiz Soviet Socialist Republic can be apostilled in the Russian Federation although you can affix an apostille only on a legalized copy. The document should be in proper condition with a readable seal and shouldn’t contain any erasures and obliterations.

However, you might have issues with using such a document in some countries. In this case, you should legalize it in the Kyrgyz Republic (Kirghizia) directly.

Apostille for an original document in Kirghizia (Kyrgyzstan)

Kirghizia (Kyrgyzstan) doesn’t affix an apostille on original documents issued in the USSR. You should obtain a duplicate in the new form and then get an «Apostille» stamp for it.

The following bodies in Kyrgyzstan are authorized to affix an «Apostille» stamp:

• Ministry of Justice of the Kyrgyz Republic - for official documents issued by the judicial and other official bodies or of natural and legal persons notarized properly, including certificates issued by the civil registry offices (birth certificates, marriage certificates, death certificates, etc.) and any educational documents (certificates of secondary general education, diplomas issued by the university/college, transcripts, etc.).

Apostille for a Ph.D.’s degree diploma in Kirghizia.

• Ministry of Internal Affairs of the Kyrgyz Republic - for official documents issued by the bodies of internal affairs of the Kyrgyz Republic;
• Office of the State Prosecutor General of the Kyrgyz Republic - for official documents issued by the prosecution bodies;
• State committee for the national security of the Kyrgyz Republic - for official documents issued by the national security bodies;
• Financial Policy of the Kyrgyz Republic - for official documents issued by the financial police bodies (tax residency certificates, trade register statement);
• Judicial department of the Kyrgyz Republic - for official documents issued by courts (court’s decision and order);

Legalizing birth certificates (marriage certificates, death certificates, divorce certificates, etc.) issued by Kirghizia for use in Belgium, Austria, Germany, Greece.

Given the fact that Kyrgyzstan's membership in the Hague convention is not approved by all its members, you cannot use documents with apostille affixed by Kyrgyzstan in these countries. For instance, you might face this issue when submitting such documents in Belgium, Austria, Germany, and Greece.

Thus full consular legalization by the Ministry of Justice and the Ministry of Foreign Affairs of the Republic of Tajikistan will be useful for the next 5 years at least but some countries only.

In this case, you don’t have to obtain a certified duplicate in the new form, you can use the original soviet document.

Consulates of the destination countries outside Bishkek responsible for legalizing documents issued by Kyrgyzstan

The last stage of consular legalization is affixing a mark by the consulate of the destination country. Although some embassies and consulates of the foreign countries are outside Bishkek thus embassies/consulates of the neighboring countries are the consular districts for Kirghizia (Kyrgyzstan). For instance, the embassy of Italy in Kirghizia is not authorized to legalize the documents translation and the Kirghizian consular district is the Embassy of Italy in Astana (Kazakhstan). I.e. with the apostille affixed by Kirghizia, you should translate the document into Italian and legalize this translation in the embassy of Italy in Kazakhstan.
