The Russian Federation has signed treaties with some countries on the mutual recognition of credentials and professional qualifications. In some cases, treaties exempt documents from the legalization to its recognition by «Rosobrnadzor», in other cases, they cancel its recognition on the whole.

All educational documents issued in the territory of the former Soviet Union before May 15, 1992, are not required for the nostrification. The documents are accepted throughout the territory of the Russian Federation without the procedure and require only notarized translation. Nevertheless, although the recognition is not required in the territory of CIS countries, some educational institutions or employers may require the nostrification. In this case, Rosobrnadzor provides the official letter with the notion that the educational document is admitted on the territory of the Russian Federation without passing the recognition procedure. Certified translations with the letter have to be submitted further by the location of the application. The process of the official letter shall take about two or four weeks.
